She said she cannot get enough of any pool she swims laps in, even though she admits to taking a few breaks. “Yeah, every so often it’s good to take a couple days off,” Brandt said Thursday during the Red Bluff High School swim team banquet. “Then you come back more excited.” Brandt’s mighty good any time she straps on the swimsuit, goggles and swim cap. This year, she was especially dynamite, winning a pair of Northern Section Masters championships as just a sophomore for the Spartans. In addition, during Brandt’s championship swim in the 100 breast stoke, she captured a time of 1:06.81 seconds, which ranks third all-time in Masters history dating back to 1972.She wants the top spot eventually — a mark just more than 2 seconds faster set by a Colusa swimmer in 2008. The top time in the 100 breaststroke is 1:04.71, which Brandt said is attainable. “You just have to buckle down, train everyday,” said Brandt, whose older sister, Julia Brandt begins her college swim career this weekend at Lewis & Clark College in Portland. “You can’t get distracted. In swimming, especially the (sprint) strokes every hundredth of a second counts. You have to be in the zone and ready to do your best.” Jayne Brandt says she hopes to one day swim in college, should the opportunity present itself.   • South Africa ranks 31 out of 180 countries in the 2019 World Press Freedom Index

    first_imgohannesburg, Thursday 20 June 2019 –  Brand South Africa welcomes South Africa’s performance in the 2019 World Press Freedom Index (WPFI). While the country’s ranking declines by three positions to 31/180 from 28/180 in 2018, South Africa remains in a strong position in terms of its global position in press freedom.Contextualising the decline, General Manager for Research at Brand South Africa, Dr Petrus de Kock notes that some threats were perceived to the freedom of action of journalists, which according to the survey includes cases where journalists were harassed or subjected to intimidation in cases of reporting on some sensitive issues including: government finances, redistribution of land, and corruption.Dr de Kock adds that “while these are some of the challenges raised by journalists through the WPFI survey, it is clear from the country’s performance in the index that South Africa maintains an extremely free press environment. South Africa’s improved ranking since 2013 illustrates a systemic strengthening of press freedom in a democratic society.”For a global point of reference, it is noteworthy that the 2019 WPFI reports that France and the United Kingdom rank just behind South Africa in terms of press freedom at 32/180, and 33/180 respectively. Two major African states Kenya and Nigeria rank 100/180 and 120/180 respectively.“This means that in both a global and African context, South Africa performs extremely well in terms of press freedom.   • New tips to try to minimize dicamba damage

    first_imgShare Facebook Twitter Google + LinkedIn Pinterest New restrictions a federal agency has put on using a controversial dicamba aren’t enough to prevent it from spreading onto nearby plants, according to an Ohio State University weed expert.As a result, Mark Loux, a weed specialist with Ohio State University Extension, and colleagues from Purdue University and the University of Illinois have created a list of additional precautions that farmers should try to follow whenever they use dicamba.The additional recommendations from Loux and his colleagues include not applying dicamba if the temperature is warmer than 80 degrees or if the forecast indicates wind gusts over 10 miles per hour. The recommendations also say that farmers should apply dicamba early in the season around the time of crop planting, or soon after the emergence of the crop and weeds.They also suggest that farmers talk to their neighbors before applying dicamba so that farmers know what plants are nearby that could potentially be affected by any spread of dicamba.“We think our recommendations will help,” Loux said, “but not guarantee against dicamba moving from the area where it was applied and injuring or killing plants that were not supposed to be affected.”Dicamba has been shown to easily spread well beyond the fields where it was sprayed, damaging or killing crops. Nationwide, there have been complaints and lawsuits, claiming damages.On Oct. 31, the Environmental Protection Agency announced it would continue to allow farmers to keep using dicamba until at least December 2020. The agency required changes to the label that detail additional stipulations on when and how to use the herbicide to try to protect nearby fields.“What (the EPA has) done is to try to make changes to prevent dicamba from moving around into other places,” Loux said.But those changes aren’t enough, he said. Even with the added EPA restrictions, dicamba could still go airborne and spread to other plants that it was not intended to kill, Loux said.“The weed science community is pretty unhappy, and doesn’t believe these EPA regulations are really going to help much,” he said.New regulations include the prohibition of using dicamba on soybeans more than 45 days after planting, specifying certain times of the day dicamba can be applied, and clarifying who is authorized to apply it.These regulations don’t have Loux or the weed science community convinced.“There is some question as to whether 45 days actually does anything,” he said.The farming community isn’t sold either.“Support for using dicamba after plants have emerged is split amongst the farming community depending upon whether or not you like dicamba,” Loux said.Those who like using dicamba are happy they get to continue. Many see it as an effective tool in controlling weeds that resist herbicides.   • A New Way to Duct HRVs

    first_imgUPDATED June 27, 2013 with an author’s postscriptNine years ago, I co-authored a Journal of Light Construction article with David Hansen on HRV installation. The article noted, “Stale air is exhausted from bathrooms, the laundry, and the kitchen. (An HRV is not intended to handle grease or smoke, so a range hood should be separately exhausted to the exterior.) Fresh air is supplied to the bedrooms, living room, and other living areas.” This advice is consistent with the long-standing recommendations of most HRV manufacturers.The advice is logical: after all, it makes sense to exhaust air from the smelliest rooms in the home and to supply the fresh air to the rooms where people spend most of their indoor hours.Although this traditional ventilation duct layout works well, I’ve begun to rethink the issue lately. It may be time to experiment with different ducting methods for HRV systems — especially for homes with single-point heating systems.There is a strong trend among designers of superinsulated houses to use ductless minisplit systems for space heating and cooling. These systems can work well even when outdoor temperatures drop to -17°F or -20°F. Moreover, the systems are inexpensive, easy to install, and very energy efficient.What type of ventilation system is best in such a home? Since there is no heating or cooling ductwork, a central-fan-integrated supply ventilation system is obviously out. The usual choices: either an exhaust-only system (for example, a bath exhaust fan that runs for much of the day) or a heat-recovery ventilator (HRV) with dedicated ventilation ductwork.   • New York Directs Disclosure of State Returns to Congress

    first_imgA new New York law directs the state tax commissioner to disclose state tax returns to certain U.S. Congressional Committees. The disclosure requirements apply to state returns and reports filed by:various federal, state, and local public officials, including the U.S. President; andcompanies, partnerships, and trusts controlled by those officials.The law limits disclosure to certified written requests by:the U.S. House Ways and Means Committee;the U.S. Senate Finance Committee; andJoint Committee on Taxation.It also requires redaction of:any copy of a federal return attached to the New York return;information contained in the federal return that gets reflected on the state return or report; andSocial Security numbers, account numbers, and residential address information.If New York shares President Trump’s resident tax returns with Congress, would it shed any light on what is in his federal tax returns? The answer is unclear. Plus, the president and his lawyers will certainly fight any attempt to disclose his New York returns to Congress.What Does a State Return Reveal About a Taxpayer?Most states use federal adjusted gross income as the starting point for computing state income tax liability. The New York return is no different, except that it shows more information from the federal return than many other states. This includes amounts reported on the federal return for:interest and dividend income;business income or losses;capital gains or losses;S corporation, partnership, and other pass-through entity income or losses; andreal estate rental income.More than half of the states, including New York, allow taxpayers to claim certain itemized deductions, instead of a standard deduction. New York permits itemized deductions for:medical expenses;state and local income taxes paid;property taxes;foreign taxes paid on real estate;mortgage interest; andgifts to charity. A little less than half of the states allow a net operating loss (NOL) deduction. The New York NOL deduction is the smaller of:a taxpayer’s federal NOL deduction; orfederal taxable income computed without the NOL deduction.Finally, a state return can reveal what tax credits a taxpayer is using to offset state income tax liability. What Doesn’t a State Return Reveal About a Taxpayer?States generally require taxpayers to assign or source income from business inside and outside the state.   • Maryland Comptroller Improperly Denied NOL Deduction Based on Regulation Amendment

The Maryland Tax Court held the Comptrolleroverreached his authority in limiting a corporate taxpayer’s net operating loss. The Comptrollerimpermissibly created a modification to “federal taxable income” through regulatoryamendments. NOL Regulation Amendment Thetaxpayer based its argument on the Marylandlaw stating that modified income is equal to a corporation’s federaltaxable income. The Tax Court noted that Maryland can change federal taxable income via limited and specifically identified statutes. The Comptroller tried to create a modification by using the definition of “taxable year” out of context. Also, the term “taxable year” is not found in the regulations and is not in any of the statutes authorizing a modification. Therefore, the court reversed the NOL denial. In 2007, the Comptroller amended the regulation governing NOLs. The amendments barred taxpayers from using the NOLs of some liquidated or acquired corporations. Taxpayers could only use the NOLs of corporations subject to Maryland tax when the NOLs were generated. Comptroller’s Position By Amber Harker, J.D. The Comptroller contended that he is statutorily authorized to adopt reasonable regulations to administer state income tax laws. He also argued that the acquired corporations had no “taxable year” in Maryland, so the NOLs had no nexus with the state.
